Cuba seeks to improve agricultural trade and livestock products

The marketing of agricultural and livestock products is one of the most
controversial issues that are being debated in this field and in the
country, which makes great efforts to raise production in this sphere.
This was one of the most discussed by participants in the Tenth Congress
of the National Association of Small Farmers (ANAP) which concluded on
Sunday after several days of analysis and discussion.

Referring to land usufructuaries delivered to the defense of Decree Law
259, the minister said that they were allocated to 920 000 hectares, but
has however indicated that around half those assigned to remain idle or
underexploited.

This situation has to be changed as soon as possible, and where
producers are not able to do so, we must transfer this land to others
who can obtain it, he said.
Murillo has also stressed the existence of a group of subjects who are
in a process of analysis and study in the context of the Cuban economic
model, such as tax policy, the bargaining power of labor and input
prices and provisions.
He recalled that in 1994, approved the tax laws to agriculture and
livestock have given exceptional treatment, and was excluded from tax
payments for various concepts.
The circumstances have changed, and in these moments is realized a
review of policy in this sphere as a whole, which includes the
agriculture and livestock abounded. On the other hand, cooperatives
achieve bargaining power of labor without which there is adequate
control on taxes and social security contributions.
The current conditions demand the revision of what has been said, even
more if one takes into account the delivery of land in usufruct.
Murillo said that the application of taxes in this area will contribute
to a re-distribution of revenue to ensure the conditions to the basic
service which can be obtained free of charge by the State."
