US, Cuba hold migration talks in Havana; no new agreements

HAVANA (AP) — U.S. and Cuban officials have held another round of talks
on migration issues in Havana, with no new agreements announced.

A Cuban Foreign Ministry statement says its delegation again complained
about U.S. rules that let islanders who reach American soil stay, and
also a U.S. policy of granting entry to Cuban medical professionals on
overseas missions.

The ministry says the policies encourage Cubans to make risky sea
voyages and also feeds crimes such as people smuggling and migration
fraud. It argues that the doctors program hurts health programs of third
countries where they are working.

Thursday's statement said both sides acknowledged "positive results" of
two meetings held earlier this year in Miami.
